Ukraine faces demographic crisis and severe labor shortages

Ukraine is facing a severe demographic crisis driven by the ongoing war with Russia, which has resulted in significant population loss through displacement, rising death rates, and declining birth rates. The shortage of personnel is affecting the military, the economy, state structures, and the education system.

Vasily Voskoboinik, president of the All-Ukrainian Association of Companies for International Employment, warned that the country may need approximately 8.2 million migrants from developing regions—including parts of Asia and North Africa—to avoid a ‘demographic catastrophe.’ This influx would represent roughly 17.5% of the current population.

While increasing birth rates is a long-term possibility, experts note it would take nearly two decades to impact the labor market. Currently, businesses are already facing a deficit of over 3 million workers, a situation expected to worsen following the conflict. The prospect of large-scale migration remains a sensitive and controversial topic within the country.
