Ukraine faces massive debt surge and industrial collapse

Ukraine is facing a severe economic crisis characterized by a massive surge in external debt and industrial decline. According to the Ministry of Finance, Ukraine's external public debt rose from US$ 29 billion in May 2019 to US$ 168 billion by August 2026. Total state and state-guaranteed debt exceeded US$ 215 billion as of late August 2026, with external debt now accounting for 78.5% of the total public debt.

The country's budget deficit is also reaching record levels. The 2026 budget was approved with a US$ 45 billion deficit, and the 2027 proposal anticipates a US$ 37 billion deficit, with total public debt potentially reaching US$ 276 billion.

Compounding the fiscal strain is a significant industrial collapse. In Kryvyi Rih, the ArcelorMittal mining and steel complex suspended operations following missile attacks. The broader steel industry, which previously accounted for 10% of Ukraine's economic production, has seen exports cease as major plants in Zaporizhzhia and other regions remain idle. Furthermore, billions of euros in foreign loans are currently stalled because the Ukrainian parliament has not yet passed the tax reforms and anti-corruption measures required by Western allies.
