Ukraine displacement risk rises as winter approaches

The International Organization for Migration (IOM) has warned that millions of Ukrainians face the risk of new displacement this winter. The agency cites a combination of damaged housing, repeated attacks on critical energy infrastructure, and the rising cost of heating as primary drivers for families considering leaving their homes.

According to IOM data, approximately 3.8 million people have returned to their homes since the February 2022 invasion, while 3.6 million remain internally displaced. Of those who returned, about 1.45 million live near the front line, including 565,000 in the Kharkiv region. The risk of departure is particularly high among those who returned within the last three months.

In rural areas near the front line, 75% of returnees require materials to repair damaged walls, and nearly two-thirds need supplies for roofing and insulation. Furthermore, economic barriers persist; during the previous winter, only 32% of households reported being able to maintain adequate heating, a figure that drops even lower in areas near the front line.
