Ukraine prepares for winter energy threats amid Russian attacks

Ukraine is preparing for a critical winter heating season amid ongoing Russian attacks on its energy infrastructure. To mitigate the impact of centralized grid failures, the country is shifting toward decentralized energy production, including green energy sources. The Razumkov Centre notes that government priorities include protecting infrastructure, accelerating equipment procurement, and building natural gas reserves.

International aid has already provided thousands of pieces of equipment, including over 2,000 generators and 153 modular boilers. However, Russia continues to threaten further strikes. Military expert Joakim Paasikivi suggests that Russian rhetoric regarding winter attacks serves both as a concrete threat and a form of psychological warfare intended to induce fear in the Ukrainian population and pressure Western allies to force concessions.
