Ukraine reconstruction costs estimated at over 500 billion euros

The reconstruction of Ukraine is projected to be one of Europe’s largest economic undertakings since World War II. Estimates suggest costs could exceed 500 billion euros by the end of 2025, a figure likely to rise as the conflict continues. Experts suggest that if managed correctly, this reconstruction could serve as a strategic investment for Europe, strengthening supply chains, creating industrial capacity, and reducing dependence on critical energy and raw material imports.

To manage the scale of this task, experts recommend a model similar to the post-WWII Marshall Plan, emphasizing non-repayable grants and the attraction of private capital. This is particularly critical given Ukraine’s current economic state, where the national debt exceeds 100% of GDP.

Regarding immediate needs, the European Commission has announced that it has identified the necessary funds to cover Ukraine’s budgetary and defense requirements for 2026. This follows a period of uncertainty after Kyiv reported a 27 billion dollar deficit in its defense ministry. The EU intends to utilize its 90 billion euro credit line, which allocates 45 billion euros for 2026 and 45 billion euros for 2027, to address these requirements.
