Ukraine seeks EU funding to cover €23 billion defense gap

Ukraine is facing a €23.1 billion ($27 billion) funding gap in its defense budget, according to President Volodymyr Zelenskyy. The shortfall arose because funds originally earmarked for the second half of the year were used to cover costs during the first six months. These funds are required for personnel, social support, and weapons procurement, including €6 billion in advance payments for deliveries scheduled for early 2027.

Zelenskyy has proposed that the European Union frontload a portion of its existing €90 billion loan to address the immediate deficit. The current EU loan structure is divided into two €45 billion tranches for 2026 and 2027. Zelenskyy stated that securing these funds is vital for maintaining Ukraine's ability to conduct deep strikes against Russia and to pressure President Vladimir Putin toward meaningful peace negotiations.

The European Commission has responded cautiously to the proposal, noting that it has not yet received an official bilateral request to accelerate the funding schedule. While the Commission expressed readiness to accommodate requests, it maintained that the current disbursement plan remains in place.
