Andrii Sybiha urges EU to use frozen Russian assets for Ukraine

Ukrainian Foreign Minister Andrii Sybiha is advocating for the use of frozen Russian assets to fund Ukraine’s defense and reconstruction. During meetings in Luxembourg with Estonian and Hungarian officials, Sybiha emphasized that Russia, rather than European taxpayers, should bear the financial burden of the war. He noted that utilizing these assets could also mitigate political backlash from skeptical voters across Europe.

Discussions with Estonia focused on the current battlefield situation, Russian attacks on energy infrastructure, and preparations for the 2027 Ukraine Recovery Conference, which Estonia is set to host. Sybiha and Estonian Foreign Minister Margus Tsahkna also discussed the necessity of increasing pressure on Russia through a potential 22nd sanctions package targeting military supply chains.

In talks with Hungary, Sybiha addressed Ukraine’s EU accession process, highlighting recent legislative changes in Ukraine aimed at protecting the educational rights of European national minorities. Sybiha expressed hope for the opening of new EU accession clusters, specifically regarding the internal market and competitiveness. Additionally, the EU is considering new sanctions involving over 1,600 individuals and organizations, alongside potential restrictions on the movement of Russian diplomats.
