Ukraine submits bill to protect minority educational rights

Ukraine has submitted a legislative bill to the Verkhovna Rada aimed at strengthening the educational rights of national minorities, a move that could significantly impact relations between Kyiv and Budapest. The proposed law, which is expected to be considered by parliament in October, seeks to provide legal guarantees for minority-language education and the maintenance of educational institution networks.

Under the proposed framework, schools where more than half of the students are taught in a minority language could receive a specific national minority status. This status would allow for the teaching of national history and the preservation of cultural heritage, including traditions and symbols. Additionally, parents could request that official educational documents be issued in the minority language.

Hungarian Prime Minister Péter Magyar and Foreign Minister Anita Orbán have welcomed the development, noting it follows bilateral consultations and a June agreement between the two nations. Diplomats suggest that the successful implementation of this legislation could remove a major obstacle to Ukraine’s EU accession process, as Hungary has previously used minority rights concerns to influence the progress of Ukraine’s negotiations.
