Ukraine EU accession legal alignment reforms

Overview

Ukraine is implementing legislative and strategic reforms aimed at aligning its legal framework with European Union standards to facilitate the country’s accession process.

In early October, the Verkhovna Rada received a bill to strengthen the educational rights of national minorities. The proposed law seeks to provide legal guarantees for minority-language education and the preservation of cultural heritage. This development was welcomed by Hungarian officials, as addressing minority rights has been a significant factor in bilateral relations and EU negotiations.

Following this, President Volodymyr Zelensky approved a new national human rights strategy via Decree No. 1038/2026. This strategy specifically identifies the LGBTI+ community as a group at heightened risk of violations and outlines measures to improve the investigation of hate crimes, enhance training for judicial and police officials, and increase access to social services. The strategy also encompasses protections for children, veterans, people with disabilities, and indigenous peoples.
