Ukraine war funding costs place pressure on EU and France

The financial burden of supporting Ukraine is facing increased scrutiny as costs rise. Estimates from the German Marshall Fund indicate that the war costs approximately 165 million euros per day. Ukraine has alerted partners to a 23 billion euro funding gap that must be addressed by late October to maintain defense capabilities, specifically for the procurement of drones and missiles.

In France, recent estimates suggest the country allocates roughly 6 billion euros annually to Ukraine, representing less than 1.5% of its annual state expenditure. This support includes financial transfers, equipment, humanitarian aid, and logistical cooperation. However, experts note that some costs, such as guarantees and indirect aid, are difficult to track through standard accounting methods, leading to calls for greater budgetary transparency.

The European Union is facing significant pressure to cover these costs. While the EU committed to financing two-thirds of Ukraine's needs, the 2026 portion of the 90 billion euro loan package is nearly exhausted. Challenges remain as other G7 members, including the United States, Japan, Canada, and the United Kingdom, have not met their projected financing objectives, leaving a larger burden on Brussels.
