Ukraine war: UN convenes over Russian attacks on civilians as Ukrainian drones hit Russian energy sites

The United Nations Security Council held an emergency meeting at Ukraine's request after a series of large‑scale Russian missile and drone strikes on densely populated Ukrainian cities, including Kyiv. UN officials said the attacks, which used ballistic, cruise and hypersonic missiles and hundreds of drones, killed at least 28 civilians, among them a 12‑year‑old boy, and demonstrated a clear pattern of targeting urban centres. The UN highlighted the urgent humanitarian needs and cited a World Health Organization report that almost 70% of Ukrainians are experiencing worsening mental‑health conditions since the invasion.

At the same time, Ukrainian forces have escalated long‑range drone operations inside Russia, striking oil terminals near Saint Petersburg and disabling the Omsk refinery in Siberia. These attacks have cut fuel supplies, forced regional sales bans and created fuel‑shortage queues, prompting Russian authorities to acknowledge a “certain deficit” in gasoline, though not a critical one.
