The United Nations and the International Committee of the Red Cross (ICRC) have issued an urgent joint appeal for the establishment of legally binding international rules to regulate or prohibit autonomous weapons systems, often referred to as “killer robots.” UN Secretary-General António Guterres and ICRC President Mirjana Spoljaric warned that the world is approaching a “moral red line” where machines could autonomously select and target human beings.

The organizations noted that while there is no confirmed evidence of fully autonomous weapons being used to target humans to date, the rapid development of artificial intelligence and robotics is outpacing existing regulatory frameworks. The gap between technological capabilities and international law is widening, increasing the risk of civilian casualties and making accountability for potential war crimes more difficult to establish.

Negotiators are expected to meet in Geneva this November during the Seventh Review Conference of the Convention on Certain Conventional Weapons. This meeting is identified as a critical opportunity for states to begin formal negotiations toward a legally binding instrument to ensure meaningful human control over the use of force in armed conflicts.
