International efforts to regulate autonomous weapons

Overview

The United Nations and the International Committee of the Red Cross (ICRC) have issued a joint appeal for the establishment of legally binding international rules to regulate or prohibit autonomous weapons systems. UN Secretary-General António Guterres and ICRC President Mirjana Spoljaric warned that the world is approaching a “moral red line” where machines could autonomously select and target human beings.

The organizations are advocating for specific prohibitions, including the use of unpredictable systems and weapons designed to target humans directly. They also seek restrictions on the geographic reach, scale, and duration of such technology to ensure human judgment remains central to the use of force.

While discussions regarding these systems have been ongoing since 2013, the rapid advancement of artificial intelligence is currently outpacing existing regulatory frameworks. Negotiators are expected to meet in Geneva during the Seventh Review Conference of the Convention on Certain Conventional Weapons to pursue a formal, binding instrument.
