UN envoy Holguin meets EU leaders to push Cyprus talks

Maria Angela Holguin, the United Nations Secretary‑General’s personal representative for Cyprus, is scheduled to travel to Brussels before returning to the island. In Brussels she will meet European Council President Antonio Costa and European Commission President Ursula von der Leyen, as well as other EU officials, to discuss accelerating the EU’s role in the Cyprus settlement. The media reports describe Holguin’s view of the EU as a “train” that can speed up the process, a shift from her earlier distance from EU involvement.

Holguin’s agenda also includes addressing Turkey’s priorities, such as visa facilitation for Turkish citizens, an update to the EU‑Turkey Customs Union, and Turkey’s participation in the EU’s SAFE defence fund. Ongoing Greek objections to Turkish actions, including the closure of ports to Greek vessels, are noted as obstacles. An informal five‑party meeting is planned for late July in Geneva, and Holguin is said to be working toward a strategic agreement that could introduce a phased confederation‑style framework with direct trade and flights between the two sides.
