UN Envoy Holguín Urges Greater EU Role in Cyprus Negotiations

UN Secretary‑General personal envoy María Ángela Holguín visited Brussels to meet European Council President António Costa and European Commission President Ursula von der Leyen. She signalled a shift from earlier scepticism, now portraying the EU as a key pillar for accelerating the stalled Cyprus settlement.

Holguín’s push comes as coordination with the EU special envoy Johannes Hahn remains uncertain after his departure to head Austria’s National Bank. An informal multilateral meeting in Geneva, involving the five Cyprus parties and the UN Secretary‑General, is slated, though its exact agenda is still unclear.

The renewed EU focus intersects with parallel talks on EU‑Turkey relations, where Ankara seeks visa liberalisation, a modernised Customs Union and participation in EU security programmes, while many EU members, pre‑occupied with the war in Ukraine, show limited appetite for Turkish accession.
