UN Report Says Palestinian Civilians Caught Between Israeli Forces, Settlers and Hamas

A United Nations‑mandated investigation released a 18‑page report warning that Palestinian civilians are "caught between the mass atrocities committed by Israeli forces and settlers and the fear‑based government of Hamas." The commission said Israel is chiefly responsible for settler violence in the West Bank, where attacks on Palestinians doubled in 2025, leaving at least seven dead and 832 injured. In Gaza, the report documented 249 cases of executions and severe violence in 2024‑2025, causing at least 108 deaths and 384 injuries, with Hamas linked to roughly 60 of those incidents. The findings will be debated next week at the UN Human Rights Council, which the commission urges Israel to halt settler‑related attacks and calls out Hamas for war crimes.

The report emphasizes that settler violence serves Israel’s policy of maintaining occupation and expanding illegal settlements, while Hamas exploits the chaos created by ongoing Israeli operations. It also reiterates previous UN conclusions that Israel committed genocide in Gaza between October 2023 and July 2025.
