UN Security Council addresses digital threats to children in conflict zones

The United Nations Security Council has adopted Resolution 2832 (2026), expressing deep concern over the increasing use of digital technologies by parties to armed conflicts to facilitate abuses against minors. The resolution highlights that social media and gaming platforms are being exploited for criminal activities, including recruitment for hostilities, kidnapping, and sexual violence, with girls identified as being particularly vulnerable.

To combat these threats, the Council called on states to strengthen national accountability mechanisms to ensure perpetrators are prosecuted without undue delay. It also urged digital service providers to design safer products, specifically implementing effective age-assurance mechanisms to limit children's exposure to violent content.

While addressing these risks, the resolution acknowledges the potential benefits of digital tools for children in conflict areas, such as access to education and humanitarian aid. Consequently, the Council urged states to support remote learning and work toward closing the digital divide to ensure that protective measures do not inadvertently hinder essential services.
