UN Security Council digital child protection resolution

Overview

The United Nations Security Council unanimously adopted Resolution 2832 (2026), a Greek-led initiative aimed at protecting children in armed conflicts from digital risks. The resolution addresses how digital platforms, including social media and gaming, are exploited for grave violations such as recruitment, kidnapping, and sexual violence, noting that girls are particularly vulnerable to these abuses.

During negotiations, the United States expressed reservations regarding the expansion of the mandate for the Office of the Special Representative of the Secretary-General for Children and Armed Conflict, citing concerns over increased bureaucracy.

Presiding over the session, Greek Foreign Minister Giorgos Geropetritis emphasized that protecting children must be central to conflict prevention, peacebuilding, and recovery. He warned against the misuse of technology, stating that “technology must never become another weapon against children,” and noted that recent reports indicate the highest number of rights violations since the mandate was established. The resolution, which received support from nearly 100 member states, calls on states to strengthen national accountability and urges digital service providers to implement effective age-assurance mechanisms.

While focusing on mitigation, the resolution also emphasizes the importance of maintaining access to digital tools for education and humanitarian aid to avoid widening the digital divide.
