UN Security Council to vote on Iran sanctions monitoring mandate

The United Nations Security Council is expected to vote this month on renewing the mandate of a panel that monitors sanctions on Iran. French UN Ambassador Jerome Bonnafont announced that the vote, anticipated around September 17, will be a central focus during France’s September presidency of the 15-member council.

The panel’s mandate is set to expire on September 26, coinciding with the UN General Assembly. The move has signaled a potential confrontation with Russia and China, both of which have expressed opposition to the current sanctions regime and its oversight mechanisms. In a joint statement released in March, Russia and China argued that the Security Council lacks the authority to re-establish the panel of experts or the 1737 Committee, which was established in 2006 to oversee nuclear-related sanctions.

The dispute follows previous actions by Britain, France, and Germany to restore sanctions via the UN ‘snapback’ mechanism, citing Iran’s non-compliance with nuclear obligations. While Iran maintains its nuclear program is for civilian use, the International Atomic Energy Agency has noted ongoing difficulties in accessing key Iranian nuclear sites.
