UN warns of dangerous escalation in Ukraine conflict as civilian casualties rise

UN High Commissioner for Human Rights Volker Türk warned on 28 May that the war in Ukraine is at risk of a “dangerous escalation” and called for restraint and a return to negotiations. He noted that civilian deaths and injuries in the first four months of 2026 were up 21 % from the same period in 2025, with 815 people killed and 4,174 injured compared with 682 killed and 3,453 injured the previous year. The warning followed recent large‑scale attacks, including a residential building strike in Kyiv on 13‑14 May that killed 24 people and retaliatory attacks on an educational complex in Russia that killed 21.

EU foreign policy chief Kaja Kallas cautioned European leaders not to fall into a Russian “trap” over the appointment of a mediator for the war, after President Vladimir Putin suggested former German chancellor Gerhard Schröder. At the same time, Sweden is preparing to discuss a potential sale of Gripen Jas 39 C/D fighter jets to Ukraine, with negotiations to be financed by EU loans.
