As of July, the agency had received only 32% of the $8.505 billion required for 2026. This shortfall comes as the population under the agency's mandate is expected to reach 131.2 million by the end of the year. UNHCR officials warned that if funding falls below a certain threshold, protection systems may not just shrink but fail entirely.

The impact is already being felt in several regions. In Chad, 319,000 people face registration delays, and 200,000 women and girls risk losing access to safe spaces. In Sudan, roughly 140,000 refugees and asylum-seekers remained unregistered by mid-year due to suspended activities. In Afghanistan, grants for returning individuals have been reduced from $375 to $170 per person, despite over one million people returning this year from neighboring countries like Iran and Pakistan.
