Rein Paulsen of the Food and Agriculture Organization (FAO) has called for urgent funding to address the Horn of Africa crisis and El Nino. Dominique Hyde, UNHCR’s director of external relations, cautioned that protection systems could collapse if funding falls below critical thresholds, potentially leaving vulnerable populations exposed to violence, exploitation, and abuse. The agency has already closed 140 offices and reduced its workforce by 33%. Specific impacts include registration delays for 319,000 people in Chad, 140,000 unregistered refugees in Sudan, and reduced cash grants for returnees in Afghanistan, which dropped from $375 to $170 per person.

Additionally, UN High Commissioner for Human Rights Volker Türk warned that budget cuts are causing staffing reductions and the cancellation of monitoring committee sessions, jeopardizing the global human rights treaty body mechanism. Experts warn that if support falls below certain thresholds, essential services such as primary healthcare, clean water, and emergency shelter may cease to function entirely.
