United Nations adopts political declaration on pandemic preparedness
The United Nations General Assembly has adopted a political declaration focused on the prevention, preparedness, and response to future pandemics. While the document is not legally binding, it calls for increased international cooperation to mitigate the impact of future health emergencies. The declaration emphasizes the need for sustainable financing, expanded research capacity, and more equitable access to medical countermeasures.
World Health Organization Director-General Tedros Adhanom Ghebreyesus urged member states to translate these commitments into action. A critical remaining hurdle is the conclusion of negotiations regarding the Pathogen Access and Benefit Sharing (PABS) annex of the WHO Pandemic Agreement. This annex aims to establish a system for sharing pathogen samples, genetic data, vaccines, and treatments.
The declaration passed with 153 votes in favor, while the United States, Israel, and Argentina voted against it, and New Zealand and Paraguay abstained. Negotiations regarding the PABS annex are expected to resume in May at the World Health Assembly.
