UN pandemic preparedness declaration negotiations

Overview

The United Nations General Assembly process regarding a political declaration on pandemic prevention, preparedness, and response has progressed through initial rejection to formal adoption.

In late September, the United States and the European Union rejected a proposed declaration. The EU raised concerns regarding intellectual property protections and the voluntary nature of technology transfers, while the United States objected to what it described as “divisive ideologies that lack definitional consensus.”

By mid-October, the General Assembly adopted the non-legally binding declaration with 153 votes in favor. The United States, Israel, and Argentina voted against the measure, while New Zealand and Paraguay abstained. The adopted text emphasizes sustainable financing, research capacity, and equitable access to medical countermeasures. Following the adoption, focus has shifted toward the Pathogen Access and Benefit Sharing (PABS) annex of the WHO Pandemic Agreement, with negotiations scheduled to resume in May.
