United Nations leaders call for ban on autonomous weapons

United Nations Secretary-General António Guterres and International Committee of the Red Cross President Mirjana Spoljaric have issued an urgent call for a legally binding treaty to ban lethal autonomous weapons systems. In a joint statement, the leaders advocated for a rapid transition away from warfare that relies entirely on autonomous systems, warning that allowing software algorithms to make unilateral decisions reduces humans to mere operators.

The diplomatic push aims to regulate systems that are unpredictable or capable of autonomously selecting human targets. However, negotiations in Geneva have faced resistance from major military powers, which have sought to dilute language regarding mandatory human monitoring in favor of voluntary codes of conduct and non-binding declarations.

Concerns regarding these technologies center on the ability of machine-learning models to adhere to the Geneva Conventions, specifically the principles of distinction, necessity, and proportionality. Critics argue that algorithms lack the moral conscience and situational judgment required to distinguish between combatants and civilians effectively.
