Italy and France face fiscal pressures amid budget negotiations

Italy and France are navigating significant fiscal challenges as they prepare upcoming budgets. In Italy, the government is negotiating with the European Commission to obtain flexibility under the National Safeguard Clause. This request follows projections that Italy's deficit will rise from 2.9% of GDP this year to 3.4% next year, driven by approximately 29 billion euros in planned spending for defense and energy subsidies.

In France, the government is facing political division in the National Assembly, delaying budget votes. The French administration aims for a fiscal adjustment of 54 billion euros by 2027. Financial concerns are mounting as annual debt service costs are projected to reach 90 billion euros next year, while public debt remains high at 119% of GDP.

In Italy, industry leaders are also calling for specific measures in the upcoming budget. Confedilizia is requesting fiscal incentives and the continuity of building bonuses through at least 2026 to support the housing market. Meanwhile, the Ministry of Enterprises and Made in Italy intends to make the Transizione 5.0 plan a structural component of future budget laws.
