US Treasury sanctions North Korean IT worker fraud networks

The US Treasury Department has imposed sanctions on ten individuals and one entity to disrupt North Korean schemes that use IT workers to defraud businesses and fund weapons of mass destruction and ballistic missile programs. These networks involve North Korean operatives using fraudulent identities and stolen documents to secure employment at US and international companies.

The sanctions target key facilitators and financial networks, including the First Financial and Technical Development Center. Russian nationals Ilya Aleksandrovich Boykov and Vitold Viktorovich Obertas are accused of laundering millions in cryptocurrency earned by North Korean workers based in Russia. Specifically, Obertas is accused of laundering at least $3.5 million in cryptocurrency since January 2025 on behalf of the sanctioned shell company Amnokgang, while Boykov is suspected of converting approximately $3.5 million since 2024.

Other sanctioned individuals include Kim Ki Hyok, who leads a Russia-based delegation of IT workers, and Kim Hyo Dong, who allegedly leads another squad of workers. The Treasury Department noted that these networks exploit the global financial system through sophisticated cryptocurrency transactions and money laundering techniques. These actions follow recent sanctions against North Korea by Australia and the European Union.
