International sanctions against North Korea
Overview
The United States Treasury Department initiated new sanctions targeting ten individuals and the First Financial and Technical Development Center. The sanctioned group includes eight North Koreans and two Russian nationals, occurring amidst stalled diplomatic efforts regarding North Korea’s nuclear program.
Following these measures, a broader coalition including the United States, the European Union, and Australia implemented tightened sanctions. These multilateral actions target North Korean overseas labor, malicious cyber activities, and illegal military cooperation with Russia. The coalition aims to obstruct the development of ballistic missiles and weapons of mass destruction, reaffirming a commitment to the “complete, verifiable, and irreversible denuclearization” of the country.
Recent US Treasury actions specifically target a fraudulent scheme involving North Korean IT workers who illicitly secure positions at American and international companies to fund nuclear and ballistic missile programs. This includes allegations against Russian nationals Ilya Aleksandrovich Boykov and Vitold Viktorovich Obertas for laundering millions of dollars in cryptocurrency for North Korean shell companies. Specifically, Obertas is accused of laundering at least $3.5 million in cryptocurrency since January 2025 on behalf of the sanctioned shell company Amnokgang, while Boykov is suspected of converting approximately $3.5 million since 2024.
Additionally, North Korean nationals Kim Hyo Dong and Kim Ki Hyok have been sanctioned, with Hyok reportedly leading a Russia-based delegation of IT workers. Concurrently, a coalition including the EU, Australia, Germany, France, Japan, Canada, and the United Kingdom has tightened sanctions based on reports from the Multilateral Sanctions Monitoring Team (MSMT) to counter illegal military collaboration between North Korea and Russia.
