The United States has proposed a resolution to the UN Security Council to expand the existing arms embargo from the Darfur region to cover the entire territory of Sudan. Presented by Massad Boulos, the proposal aims to curb the influx of external military, financial, and political support that continues to fuel the conflict between the Sudanese Armed Forces and the Rapid Support Forces.

The draft resolution includes provisions to explicitly include drones and related technologies under the embargo and calls for an increase in the number of experts monitoring sanctions. The move comes as the current Darfur-specific embargo is set to expire on September 12, 2026.

Russia and China have expressed opposition to the expansion, with Russia warning that new measures could negatively impact the Sudanese army. Meanwhile, Sudan's UN ambassador has advocated for a mere technical extension of the current Darfur embargo, arguing that a nationwide expansion could undermine civilian protection and national sovereignty.

The humanitarian situation remains critical, with UN officials reporting that the conflict has displaced millions and that two-thirds of the population requires urgent assistance. Recent reports highlight the increasing use of drone warfare, which has contributed significantly to civilian casualties.
