United States proposes Gaza reconstruction and governance plan to Israel
The United States submitted a document to Israel that lays out a series of demands for the Gaza Strip, even if Hamas remains armed, reflecting pressure from President Donald Trump.
Key provisions require Israel to permit infrastructure projects such as water, electricity and construction works, and to relocate Gaza residents to areas administered by a newly created "Peace Council" by the end of 2026. The plan also calls for the establishment of a technocratic governing headquarters, authorization for bases of an "International Stability Force", reconstruction of a European‑run hospital, unimpeded entry of construction materials and medical equipment, and the creation of a hospital access corridor. Additional measures include transferring Gaza’s tax revenues to the Peace Council, recognizing the technocratic authority as a sovereign entity in Gaza, allowing 4G internet service, granting conditional amnesty to individuals who surrender weapons, and giving the Peace Council oversight of supply chains, fuel and payments.
The document signals that the United States no longer sees a renewed war option and argues that, even without Hamas disarmament, an alternative administrative model should be promoted. Neither the US nor Israeli officials have issued an official comment on the proposal.
