Portugal launches Phase Charlie to boost rural fire defence

On 1 June Portugal activated Phase Charlie of the Special Rural Fire‑fighting Device (DECIR), marking a major reinforcement of resources ahead of the summer fire season. The rollout adds more than 13 000 operatives, roughly 3 500 vehicles and 78‑81 aerial units, including the first use of two Black Hawk helicopters from the Air Force. The deployment will expand throughout June, preparing for the even more demanding Phase Delta expected from July to September.

Authorities emphasise that, while the surge in personnel and equipment enhances detection and rapid response, prevention remains the cornerstone of reducing fire incidents. The public is urged to adopt responsible behaviour, clear vegetation, and avoid risky activities that could spark new ignitions.

The coordinated effort involves firefighters, civil protection units, the National Republican Guard, and forest‑conservation staff, all managed through central command centres to optimise resource placement based on weather forecasts and fire‑risk assessments.
