UNRWA mandate in danger amid Israeli restrictions and new Gaza reconstruction plans

UNRWA's mandate and operations are facing critical threats due to ongoing conflict and legislative restrictions. UN Secretary-General António Guterres stated that the agency's mission is in danger, noting that nearly 400 UNRWA staff members have been killed in Gaza and hundreds of facilities have been damaged or destroyed.

In Israel, the Knesset passed legislation prohibiting UNRWA from operating within Israeli territory, including East Jerusalem, and ending cooperation between Israeli officials and the agency. This follows the seizure and demolition of a major UNRWA complex in Jerusalem earlier this year. The UN and various nations have argued these actions violate the UN Charter and international humanitarian protections.

Simultaneously, the US-led Board of Peace (BOP) has announced that UNRWA will no longer have a role in Gaza. The BOP, tasked with overseeing a ceasefire and reconstruction efforts, stated it will only work with partners deemed reliable to meet the needs of the population. Critics argue this move is highly political and aligns with efforts to marginalize the agency.
