UNRWA role in Gaza faces potential replacement amid humanitarian warnings

Efforts to terminate or replace the role of the United Nations Relief and Works Agency (UNRWA) in the Gaza Strip are facing significant criticism and warnings regarding the humanitarian consequences for Palestinian refugees.

The Himaia Center for Human Rights has issued a strong warning against any attempts to remove UNRWA from Gaza outside of established United Nations legal frameworks. The center stated that any unilateral decisions to end the agency's services without addressing its legal mandate through the UN would constitute a violation of international law and could create a dangerous humanitarian vacuum for approximately 1.5 million registered refugees.

Simultaneously, reports indicate that the Peace Council is coordinating with the Palestinian Authority to discuss plans that would end UNRWA's current role and replace it with alternative institutions. These discussions, reportedly held in Cairo, involve reorganizing operations and potentially utilizing UNRWA staff after security vetting. UNRWA Commissioner-General Philippe Lazzarini has criticized the contradiction between calls to exclude the agency and the continued demand from member states for its services, noting that the agency's mandate is fundamentally tied to the rights of Palestinian refugees.
