Uruguay ranked as top global destination for retirees
According to the ‘Global Retirement Report 2026’ by Global Citizen Solutions, Uruguay has emerged as the top destination for retirees, surpassing traditional favorites like Spain and Portugal. The study evaluated 46 residency programs based on five criteria: quality of life, freedom of movement and citizenship opportunities, taxation, application processes, and costs, with quality of life carrying the most weight.
While Uruguay does not lead in every individual category, its lack of significant weaknesses secured it the first-place ranking. To qualify for residency, individuals must demonstrate a monthly income of approximately $1,700 (about €1,515). However, the taxation of foreign income and pensions remains a disadvantage in the country.
Mauritius follows in second place, primarily due to its favorable tax regulations. Other top-ranking countries include Spain, Costa Rica, and Portugal. The top ten list is completed by Paraguay, Latvia, Andorra, Italy, and Greece. The report notes that the scoring margins between the top and bottom of the list are narrow.
