2026 global retirement index rankings
Overview
Various 2026 indices have evaluated global retirement conditions through different metrics. One index by Natixis, which assessed 44 countries based on indicators such as health, wealth, and financial stability, ranked Norway in first place with a score of 83%, followed by Ireland and the Netherlands.
A separate index released by Global Citizen Solutions, titled the ‘Global Retirement Report 2026’, evaluated 46 residency programs for retirees and those with passive income, naming Uruguay as the top destination. Uruguay secured the first position through consistent performance across five key factors: quality of life, mobility and citizenship, taxation, administrative procedures, and cost of living. While quality of life carries the most weight in the scoring, Uruguay was noted as being slightly weaker in tax optimization, specifically regarding the taxation of foreign income and pensions. To qualify for residency, individuals must demonstrate a monthly income of approximately $1,700.
Mauritius follows Uruguay in second place, noted for its favorable tax regulations. Spain ranks third, though it was identified as the least attractive regarding taxation among the 46 programs because residents are taxed on worldwide income. Other top-ranking countries include Costa Rica, Portugal, Paraguay, Latvia, Andorra, Italy, and Greece. While Uruguay leads, Europe remains the most represented region in the top ten.
Portugal has experienced a decline in its ranking, dropping to fifth place, following changes to citizenship rules, specifically the extension of the required residency period for non-EU applicants from five to ten years.
In the United Kingdom and the United States, a social trend known as SKI (‘Spending the Kids’ Inheritance’) has emerged, involving retirees prioritizing their own lifestyle and well-being by spending accumulated assets rather than preserving them for the next generation.
