Uruguayan Church invites citizens to message Pope Leo XIV

The Catholic Episcopal Conference of Uruguay (CEU) has launched an initiative inviting citizens to send letters to Pope Leo XIV ahead of his scheduled visit to the country from November 6 to 8. The project aims to create a collective portrait of Uruguay by gathering testimonies regarding the daily lives, concerns, and expectations of its people. The call is open to all citizens, including children, and remains active until September 1.

In response to the initiative, former Deputy Secretary of National Defense Rivera Elgue submitted a letter addressing the legal situation of military, police, and civilian personnel involved in Cold War-era conflicts. Elgue argued that the retroactive dismantling of the 'Ley de Caducidad' (Expiration Law) constitutes an asymmetric legal persecution. He criticized the jurisprudence of the Inter-American Court of Human Rights and the 'Gelman ruling,' asserting that such legal extensions violate the principle of strict legality enshrined in the Uruguayan Constitution.
