US clean energy sector faces volatility amid shifting tax credit policies

The United States clean energy sector is experiencing a period of volatility driven by shifting federal policies and tax credit deadlines. While the introduction of the One Big Beautiful Bill Act (OBBBA) and Section 232 tariffs on polysilicon imports have created procurement hurdles, some analysts suggest the landscape remains positive for domestic solar manufacturing. Specifically, the 45X advanced manufacturing credit remains intact, though new conditions require supply chains to demonstrate they are not tied to Chinese-controlled entities.

However, recent analysis from advocacy group E2 and Atlas Public Policy suggests that project cancellations are offsetting gains in clean energy job creation. A surge in project announcements in May and June was largely driven by companies attempting to secure tax credits before the July 4 OBBBA deadline. While these announcements promised thousands of new roles, they have been countered by the cancellation or downsizing of existing projects. For instance, while utility-scale projects announced in May were expected to create 17,900 jobs, the cancellation of 12 other projects resulted in the loss of approximately 18,300 potential construction and operational jobs.
