US container import surge ends as volumes set to fall

An early seasonal surge in U.S. container import volume is winding down, according to a Global Port Tracker report from the National Retail Federation and maritime consultancy Hackett Associates. The surge was driven by shippers trying to avoid higher fuel surcharges linked to the U.S.–Israeli war with Iran and new U.S. tariffs.

The report expects August imports to decline 4.2% year‑over‑year to about 2.2 million twenty‑foot‑equivalent units at major ports such as Los Angeles/Long Beach, New York/New Jersey and Houston. May was the busiest month this year, and volumes are forecast to keep falling each month for the rest of 2026, though they will remain above 2025 levels.

Temporary 10% global tariffs that began in February expired on July 23, and a new round of 10%‑12.5% tariffs covering 60 economies and 99% of U.S. imports took effect the next day. Ocean freight prices are expected to stay elevated, with Ted Chen of Dimerco Express Group saying the cost floor isn’t moving. NRF Vice President Jonathan Gold added that retailers will be well stocked for the upcoming holiday season.
