US data center projects worth $68B face local opposition

Local opposition to data center construction in the United States is intensifying, with 45 projects valued at $68 billion delayed or halted during the second quarter of 2026. According to Data Center Watch, this follows a first quarter where 75 projects worth $130 billion faced similar resistance.

Community concerns primarily focus on the environmental impact, specifically regarding high electricity and water consumption required for AI infrastructure. There are currently 843 opposition groups active across 49 states. In response, approximately 30 state legislatures have introduced or passed regulations to manage data center siting and resource usage.

In Washington, political debate is mounting. Senator Jon Husted introduced the Ratepayer Protection Act, which aims to ensure that large-scale data center operators pay the full incremental costs of the infrastructure they require, rather than passing those costs to residential ratepayers. While the House has passed similar legislation, Democrats have blocked certain unanimous consent requests in the Senate.

Major technology companies, including Amazon, Meta, Microsoft, and Alphabet, continue to defend the necessity of these facilities to maintain competitiveness in the global AI race. Meanwhile, President Donald Trump has dismissed the growing public concerns as conspiracy theories.
