U.S. Democrats demand transparency over Venezuela oil pact
Democratic lawmakers in the U.S. House and Senate are demanding transparency regarding a major oil agreement between the United States and Venezuela. The scrutiny focuses on a pact involving North American Blue Energy Partners (NABEP), a company led by Alejandro Betancourt, which has been granted 100-year concessions for 17 Venezuelan oil fields.
These fields, located partly in the Orinoco Oil Belt, contain an estimated 65 billion barrels of proven reserves. Under the terms of the deal, the U.S. government is set to hold a 35% stake in NABEP. Additionally, the U.S. Department of State has reportedly secured preferential access to 20% of the company's production at cost.
Lawmakers, including members of the House Foreign Affairs Committee and various Senate committees, have requested full documentation of the negotiations and the specific agreement between Venezuelan official Delcy Rodríguez and Betancourt. They are also seeking independent KPMG audits of the Foreign Government Deposit Fund, which was established to manage seized Venezuelan oil revenues. Senators have raised concerns regarding the legal framework authorizing the deal and whether it complies with existing laws.
