Pentagon orders 30 U.S. universities to audit foreign research ties

The Pentagon has directed 30 U.S. universities to conduct immediate audits of their academic, financial, and research partnerships with foreign entities. This directive, issued by the Department of War, aims to protect taxpayer-funded research from intellectual property theft, unauthorized technology transfer, and exploitation by adversarial actors.

The audits specifically target collaborations with institutions identified under Section 1286 of the 2019 National Defense Authorization Act, which includes 130 entities located in China, Russia, and Iran. The review also encompasses organizations associated with rebranded Confucius Institutes. Universities must assess the exposure of sensitive or export-controlled research and implement mitigation plans, which may include terminating problematic partnerships.

Institutions are required to report their findings to the Department by August 31. Failure to comply or complete the review could result in the loss of federal research funding. Notable universities named in the directive or identified as being under review include Harvard University, the Massachusetts Institute of Technology (MIT), Johns Hopkins University, Georgetown University, and the University of California, Berkeley.

Sarah Spreitzer of the American Council on Education expressed concern that the mandate implies wrongdoing without providing evidence, noting that many institutions have already proactively moved away from such partnerships.
