US Marine Corps unveils Ground Combat Element 2040 strategy

The United States Marine Corps has released its Ground Combat Element (GCE) 2040 Fiscal Year 2026 strategic framework. The plan outlines a transition toward modular, multi-domain forces designed to operate in contested littoral terrain. A central pillar of the strategy is “human-centered warfighting,” which aims to integrate cutting-edge technology while ensuring humans remain in the decision-making chain.

The framework emphasizes the use of artificial intelligence, robotics, and human-machine teaming through tactical edge-computing nodes. Key material priorities include advanced mobility platforms such as the Amphibious Combat Vehicle and Advanced Reconnaissance Vehicle, alongside expanded long-range precision fires and squad-level ground-based air defense.

Lieutenant General Jay M. Bargeron, Deputy Commandant for Plans, Policies, and Operations, noted that while the Corps will aggressively pursue innovations in AI and robotics, the individual Marine remains the most critical asset. However, the strategy faces questions regarding whether maintaining human control in the decision loop could provide a speed advantage to adversaries who may choose to remove human involvement from combat processes.
