US Marine Corps modernization and expansion

The United States Marine Corps has introduced strategic frameworks focused on modernization and force expansion. In August 2026, the Corps unveiled its Ground Combat Element (GCE) 2040 strategy, which emphasizes a transition toward modular, multi-domain forces for contested littoral terrain. This strategy centers on “human-centered warfighting,” integrating artificial intelligence, robotics, and human-machine teaming while attempting to keep humans in the decision-making chain.

Following this, the Marine Corps announced a five-year plan to increase its end-strength by 4 percent by 2031, adding more than 6,500 billets. This expansion is designed to support the “First to Fight” capstone concept and align personnel with modernized capabilities. The service is shifting away from complex legacy platforms toward an enterprise system approach that prioritizes agility and the use of “attritable” uncrewed platforms. To maintain logistical compatibility, the Corps is also developing the Ground Systems Enterprise to ensure new vehicles remain compatible with existing transport aircraft and Navy hovercrafts.
