U.S. multinationals accuse Mexico's SAT of aggressive tax auditing
Approximately 300 U.S. multinational companies, represented by the National Foreign Trade Council (NFTC), have filed a complaint with U.S. lawmakers regarding what they describe as aggressive and unprecedented tax auditing practices by Mexico’s Tax Administration Service (SAT).
The complaint, addressed to Senate Finance Committee leaders Mike Crapo and Ron Wyden, includes major corporations such as Amazon, Ford, ExxonMobil, FedEx, Walmart, and Visa. The NFTC argues that the SAT has imposed increasing tax burdens that create operational uncertainty, potentially discouraging foreign investment and job creation in Mexico.
While the Mexican Ministry of Finance recently issued Agreement 68/2026 intended to provide greater legal certainty and streamline tax relations, the NFTC considers these measures insufficient. The group previously sent a letter to the Secretary of Finance detailing irregular practices, including the denial of legitimate tax deductions and questionable audits.
