Mexico SAT expands services, tightens enforcement

Overview

Since April 2026 the Servicio de Administración Tributaria (SAT) began issuing the first 2025 tax refunds (10.1 bn pesos) and clarified that payroll withholdings in Oaxaca do not lower workers’ net pay. It refuted social‑media claims that it could automatically freeze accounts over 50,000 pesos, stating that any seizure requires a formal debt procedure. July saw the “Amigos del SAT” programme expand on‑site assistance in Baja California and address a backlog of foreign‑origin vehicle registrations; solidary liability was introduced, allowing tax debts to be pursued against legal representatives and shareholders, and fines of up to 44,970 pesos were set for unreported used‑car sales. A fiscal resolution raised audit activity to 10,854 in Q1 (up 37.7 % YoY) while total tax collection fell 1.4 % and income‑tax receipts dropped 5.8 %. SAT required all taxpayers to keep their Buzón Tributario active by 31 Dec 2026, with fines of 3,850‑11,540 pesos for non‑compliance, and continued to tighten digital‑seal rules. The agency marked its 29th anniversary with a half‑year collection of nearly 3 trn pesos and expanded mobile offices to over 400 municipalities, processing about 13,000 procedures by late July.
