U.S. Secretary of State Marco Rubio began a three‑day Gulf tour – visiting the United Arab Emirates, Kuwait and Bahrain – to reassure regional partners after Washington signed a Memorandum of Understanding with Iran that halts hostilities. Rubio told leaders that the United States will not permit any country to charge tolls or fees for passing the Strait of Hormuz, calling it “an international waterway” and reiterating U.S. commitment to keep the passage open. He also emphasized that Washington will not take actions that would undermine the security of its long‑standing Gulf allies.

Gulf states have expressed concern that the deal, which includes a proposed $300 billion reconstruction fund for Iran and does not address Tehran’s missile program or proxy activities, could strengthen Iran’s regional influence and allow it a role in monitoring Hormuz traffic. Rubio’s messaging aimed to counter those worries, stressing that the U.S. will continue to protect allied bases and maintain the status‑quo of toll‑free navigation while technical talks on the agreement’s implementation proceed.

The agreement, brokered with Pakistan’s mediation, also calls for Iran to allow UN nuclear inspections. While Tehran describes the pact as a “declaration of defeat” for the United States, Washington frames it as a step toward regional stability and the prevention of further escalation.
