US sanctions Rwandan firms for financing M23 rebellion with conflict minerals
The U.S. Department of the Treasury announced sanctions on four Rwandan companies—Gasabo Gold Refinery Ltd, Bugambira Mines Ltd, Wolfram Mining and Processing Ltd, and Rwinkwavu Mining Corporation Ltd—and two businessmen, Jean Malic Kalima and Bosco Kayobotsi. The measures target alleged smuggling of conflict minerals from the Democratic Republic of Congo (DRC) that finance the M23 rebel group in eastern DRC, a conflict that has caused a serious humanitarian crisis.
The Treasury stated that “the M23 and its supporters are exploiting the DRC’s vast mineral resources – wealth that rightfully belongs to the Congolese people – to finance the purchase of weapons, pay combatants and sustain a destabilising insurgency.” Rwanda’s foreign minister, Olivier Nduhungirehe, rejected the accusations, calling the sanctions “biased” and “unjustified.” The sanctions aim to disrupt illicit mineral networks and signal growing international pressure on the region’s resource-fueled conflict.
