US targets Southeast Asian scam networks with sanctions
The United States is escalating efforts to dismantle criminal networks operating scam centers in Southeast Asia, which the US Treasury reports steal billions of dollars from American victims annually. US Treasury Secretary Scott Bessent announced sanctions against Xinbi Guarantee, a Chinese-language financial platform identified as key infrastructure for cyber scams, money laundering, and other criminal activities.
In coordination with the Justice Department's Scam Centre Strike Force, Washington is targeting the financial and digital assets of these networks. The Financial Crimes Enforcement Network recently identified nearly $13 billion in transactions linked to suspected digital-asset investment scams, including “pig-butchering” schemes where criminals build fake relationships to defraud victims.
In Cambodia, the Telecommunication Regulator of Cambodia (TRC) has issued warnings regarding fraudulent Telegram messages, fake investment pitches, and individuals impersonating government officials or business leaders. Common tactics include using social media platforms like Facebook, TikTok, and Telegram to promote fake job offers, high-return investment opportunities, and urgent account-recovery services to exploit victims through fear or greed.
