US‑EU dispute stalls appointment of Bosnia’s High Representative

The United States and European Union are at odds over the nomination of a new High Representative for Bosnia and Herzegovina. Washington backs Italian diplomat Antonio Zanardi Landi, while the majority of European states – including the United Kingdom, France, and Germany – support French envoy René Troccaz. The incumbent High Representative, German diplomat Christian Schmidt, announced his resignation after five years and will remain in post until a successor is chosen.

The impasse has highlighted growing trans‑Atlantic tensions and raised concerns about the stability of the Dayton peace framework in Bosnia. Experts warn that the lack of consensus could undermine the Office of the High Representative’s ability to enforce civilian implementation of the 1995 peace agreement. A meeting of the Peace Implementation Council is scheduled for late June to attempt to break the deadlock.
