Utility services face disruptions and disputes across Southeast Europe
Multiple regions in Southeast Europe are experiencing utility service disruptions and administrative disputes. In Bosnia and Herzegovina, the utility company Elektro-Bijeljina has warned of potential power grid overloads if the Bijeljina City Heating Plant fails to operate, noting that necessary permits for additional cable lines remain unissued. In Zenica, the company ALBA Zenica has announced a total suspension of communal hygiene services due to a failure by the city to sign a contract annex, which has impacted the company's liquidity.
In Croatia, the Municipal Council of Raša voted unanimously against Holcim's 'KOdeCO Net Zero' project in Koromačnu, citing safety and environmental risks regarding CO2 capture and storage. Additionally, planned maintenance is causing scheduled power outages in parts of Međimurje.
In Romania, Delgaz Grid and Distribuție Oltenia have announced scheduled power interruptions in Botoșani and Ștefănești for network modernization. Meanwhile, Colterm is set to begin gradual heating supply in Timișoara starting October 19.
In Montenegro, CEDIS has scheduled widespread power outages for maintenance in Podgorica, Tuzi, Nikšić, and Pljevlja. In Serbia, Belgrade faces a projected budget deficit of 9.7 billion dinars, while local repairs in Niš have caused temporary water supply interruptions.
